Vice Mayor Richard Phillips presided over the Plainview Board of Aldermen on August 12, 2025, at the Plainview Community Building. Prior to the meeting, the Board held a public hearing on Ordinance 168 to rezone Parcel 064.00 on Map 78 from R1 to AR1. During the meeting, the ordinance was approved on the second reading.
Plainview City approved the rezoning request by Douglas Curtis from R-1 to AR-1. There will be a public hearing at 7:00 at the next meeting of the Board of Aldermen on August 12 for Ordinance 168 which addresses this change.
The board also approved routine budget transfers and heard reports from officials. Resolution 92 was approved to transfer money between accounts. Chief of Police Kenny Crider reported 88 calls for service that resulted in 10 citations for 17 offenses.
The City of Plainview awarded Braden Cantrell a scholarship at the regular Board of Aldermen meeting in May. Braden graduates with a 4.0 GPA and plans to enter East Tennessee State University to study engineering. He has performed over 300 hours of community service, mostly in construction of sheds, festival stages, cabinets and a platform desk used by the Union County Board of Education and Director Greg Clay. The Plainview Scholarship is awarded annually to the graduating senior with the highest GPA who is a resident of Plainview.
Mayor Lynn Beeler of Plainview proclaimed the week of April 6-12 as Crime Victims’ Rights Week at the regular April meeting of the Board of Aldermen. The proclamation reaffirms the commitment of the City of Plainview and Union County to create a victim service and criminal justice response that assists all victims of crime not only during this week but also throughout the year.
Plainview welcomed a new recorder in its regular March meeting. Pam Holbert resigned effective March 31. She, along with well known financial consultant Ann Dyer, trained Emily to take over on April 1. Emily is the current business owner of Butterblume Bakery (formerly Buttercup Bakery) in Maynardville. Ann Dyer, who is Emily's great aunt, taught Emily to bake. Ann’s mother , who was an amazing baker of German delights, was also a mentor to Emily. So changing the bakery to a German name for buttercup pays homage to them both.
Plainview Board of Aldermen continued to discuss the wording of Ordinance 165 at their February meeting. At a workshop held the prior week, Alderman Rebecca Lock agreed to ask the planner, Jordan Rockwell, to formulate an amended Ordinance 165 that would further limit the number of single wide mobile homes and establish a minimum number of acres for each placement. Ordinance 165 contains language to allow multiple dwellings without subdividing on large tracts of land in the AR-1 zone only.
Over 30 citizens attended the Plainview Board of Alderman Meeting on last month to voice their opinion on Ordinance 165, which would amend the Zoning Ordinance of Plainview to allow up to four additional dwellings other than the primary dwelling without subdividing the property.
At the Plainview Board of Aldermen meeting in December, Mayor Lynn Beeler announced “the Plainview truck has the snow plow attached and is ready to go” to clear the streets when winter weather makes its debut.
