At the Plainview Mayor and Board of Aldermen Meeting on Tuesday, July 14, 2026, first Mayor William Von Schipmann was remembered for his dedication and foresight to establish the City of Plainview and set it on a course of thoughtful progress to serve the citizens. During his tenure, Plainview began police protection, helped Luttrell build a Library and Community Center, established a use of land and zoning manual, set up a recycling program and a brush disposal program, purchased a firetruck and a fast response truck to forge an agreement for a satellite station in Plainview, and cooperated with the ambulance service to house a crew and ambulance in Plainview. In the words of Jeff Collins, one of Plainview's founders, “Von was just the mayor we needed to get Plainview going on the right track.”

Several candidates for the upcoming election spoke at the meeting including Richard Phillips, Austin Collins, both unopposed candidates for Plainview City Board of Aldermen (City Council); Rebecca Lock, candidate for re-election to represent District 7 on the Union County Board of Education; Lynn Beeler, Angela Conner-Murphy, candidates for re-election to represent District 7 on the Union County Commission; Rick Carter, candidate for Sheriff of Union County; and Jessica Buck, unopposed candidate for re-election to represent District 3 on the Union County Board of Education.

Police Chief Kenny Crider reported no wrecks at the new 4 way stop and noted that most everyone seems to be getting use to the stop signs. He listed 61 calls, 4 citations, and 1 misdemeanor arrest to ensure that the property damage from a wreck on Tazewell Pike is paid in his report.

Routine minutes were approved. There were no reports from the zoning officer nor fire chief.

The MBA approved a motion to require employees who use the Community Building free of charge to clean the building or pay a $50 cleaning fee. The normal rent for the building is $75 to residents of Plainview. Approved.

The FY27 Budget is having to go through the approval process because a newly required document was not originally attached. So, Budget Ordinance #170 was approved on first reading.

Discussion of employee retention was postponed to August so that Alderman Josh Collins could speak to this issue that he requested be on the agenda.

In the earlier Plainview Planning Commission Meeting, members discussed regulations regarding data centers with the planner.

The next Plainview meetings will be on Tuesday, August 11, 2026 with the Planning Commission at 6:30 and the Mayor and Board of Aldermen at 7 p.m.
