Plainview discusses development

Stewart Skeen, Plainview Zoning Official, and Planner Jordan Rockwell outline the requirements for reissuing the Letter of development for Heritage Place.

On January 13, 2026, Plainview Planning Commission reviewed the Preliminary Plat for Heritage Place Subdivision at 1705 Tazewell Pike across from Pit Stop Market and renewed the Letter of Development. According to Plainview's ordinances, the development must be reviewed annually if grading and construction are not begun within one year of the initial approval. Developers Travis Bowman and Chris Tolliver stated that it may be awhile before development begins. The development was approved unanimously on a motion by Josh Collins and Becky Munsey for 48 lots of one quarter to one half acre with utilities, sewer, water, and fire hydrants. The developers are awaiting approval for the road connection from Tazewell Pike.

The Planning Commission reviewed the proposed campground ordinance and recommended adding fire hydrants to the proposal so the Commission will review the revised proposal in February. If recommended, the Board of Mayor and Aldermen will discuss the revised proposal on February 10.

Zoning Official Stewart Skeen reported that he issued a new permit for a dwelling and barn on Harless Road. He also noted that the house on Wallace Road is now occupied. He further stated that one other permit has been completed and one is in process. He also reported that a new city map should arrive in February.

During the Board Meeting, Police Chief Kenny Crider reported 67 calls, six citations, and 8 traffic violations in December. For 2025, totals included 767 calls, 281 incidents, 106 citations, 156 offenses, 21 arrests with 14 by Plainview Officers.

Fire Chief Brad Woods reported the total calls for 2025 as 108 with 25 being active fires. The department has had 5 responses to calls to date in 2026. He reported that none of the grants have been approved.

The next Plainview meetings will be on Tuesday, February 10, 2026, at 6:30. A transportation training workshop is being held on March 30 in Clinton and on March 31 in Jefferson County.
