Plainview City hosts trick or treat, changes election date

Fire chief Brad Woods explains the process to obtain a burn permit while Police Chief Kenny Crider listens.

During the October Plainview Board of Aldermen meeting, Brad Woods, LVFD Fire Chief, reminded everyone that burn permits are required to burn leaves or other plant waste from October 15 to May 15. Without a permit, the fire department must extinguish the fire. Also burning without a permit may cause a fine. Chief Woods reported 19 calls for the month and 90 since January 1. He also has applied for a grant to purchase battery-operated extrication equipment. Fire prevention material was distributed along with candy and sweet treats at the Luttrell Trunk or Treat.

Police Chief Kenny Crider reported 74 calls that resulted in one citation, 12 warnings, 1 city arrest and 2 county arrests. The Plainview Police hosted a Trick or Treat with a Cop at the Plainview Community Center on Halloween night.

A citizen commented that only toilet paper should be put in the Luttrell sewer system. He said flushable wipes are not flushable and clog the grinder pumps of the system. He wanted everyone to realize that anything other than toilet paper can also clog or cause a malfunction of the pump. Apparently the citizen personally experienced this result.

Zoning Official Stewart Skeen requested that the website for Plainview be activated as soon as possible in order to help with inquiries on zoning.

Vice Mayor Richard Phillips announced that repairs to Wolfe Road have been completed and the stop sign is in place.

Plainview Aldermen approved Resolution 94 to comply with the comptroller’s request to move certain lines to the correct categories. They also approved Ordinance 169 on second reading to move the city election to coincide with the county general election in August during even numbered years. The ordinance will take effect in August of 2026 with officials installed by September 1 of each election year.
Aldermen transferred $90,000 to a CD from the Street Aide Fund for six months to earn interest through the winter. At the request of Chief Crider, the aldermen approved $40 an hour for grant funded overtime pay. Finally, Vice Mayor Phillips was authorized to repair the intersection damaged by LBC repairing a water line in Mountain View Estates and then bill LBC the cost.

Plainview Planning Commission answers RV questions

On Tuesday, October 14, 2025, the Plainview Municipal Planning Commission sent the best of wishes and congratulations to its planner, Jordan Rockwell, on the birth of a daughter, Josephine Grace. Stewart Skeen, Zoning Official, shared the news.
Stewart then gave his zoning report. He wrote one permit for a garage or barn at Ailor Gap Road behind the BP station. All of the documents associated with last month’s minor subdivisions of property have been recorded with the Register of Deeds. Skeen is investigating a camper being used as a residence in Hickory Meadows. An agency has sent an inquiry that was forwarded to Mr. Rockwell regarding the trailer park on Monday Road. A homeowner on Corryton-Luttrell Road requested to move a property line so a septic drain field would be attached to the parcel where the house is located.

Lisa Summers requested information regarding building an RV campground in Plainview. Commissioners explained that current regulations regarding the size of dwellings would prohibit such development. Currently a citizen may only request to reside in a camper for a maximum of one year while a permanent house is under construction. Commissioners also stated that the people of Plainview attended multiple meetings to voice their opinion against living in tiny homes. Also, RV campgrounds require a special zoning ordinance. Lastly, commissioners believe the residents of Plainview do not want regulations changed to allow an RV campground.

The next meeting of the Plainview Planning Commission and the Board of Aldermen will be on Tuesday, November 11, in the Plainview Community Center.
